Kathy advised on personnel policy development and handled a wide range of labor and employment matters, including litigation, civil service proceedings, administrative proceedings, and arbitrations. She also brings insight from her prior service with the Social Security Administration, where she gained an in-depth understanding of federal administrative processes.
